Adjust L-1 through L-7 for peak on your radio's S-meter. You may have to adjust these several times before you get them all peaked. Better done if you have a signal generator like the BK-2040, but it can be done on an antenna too, since you're actually looking at your meter to adjust them.
This will get you in the ballpark on the receive, but you also have to consider that the signal you may be receiving from an antenna MAY NOT be exactly on frequency. Lots of radios out there are off frequency a little bit, so the signal you are getting may be just so. Signal generators are made and recommended for this type adjustment.
There could be other things wrong with the radio causing what you are describing. Aligning these may or may not repair your problems.
If you're not sure or comfortable with making adjustments, TAKE IT TO A RADIO SHOP! If done wrong, you can make it worse than it was before you started!
