2950 less than a watt output on am or ssb

I was wondering what might be the problem with this one. At full throttle it will dead key 1/2 watt and swing allmost a watt. I just aquirred this radio so I dont have any history info to add. I have checked the driver and finals plus the predriver and all are ok. can the big transistor regulator cause this? any other input would be appreciated. Also, the bias adjustments are correct and the vr12 through vr16 adj. are not the problem. thanks

What is the voltage at the collector of Q51 and what is the voltage at the collector and emitter of Q38.

Thank you. The problem was the jumper board. Apparently, someone had Knocked it loose.
