Cobra 29 st/wx Squelch problem

Got a Cobra Soundtracker / Weather ... the weather board has been removed. The squelch does not work at all even with adjusting VR3. It seems to be muffling audio audio all the time, (slightly) , when middle tag and high tag (not ground tag) of the switch are together, audio sounds good. the high tag (green wire) is soldered to the foil side of pin 10 of a TC4066BP chip near the ribbon to the channel selector. I am wondering if this wire came loose and someone attached it to the wrong place. I don't have the schematics for this model, (KEPC-258-C board) Does anyone know the correct locations for the squelch wiring to the board? Thanks in advance.

Otherwise, all functions in RX and TX are fine.....
It had a poorly done blue channel led done, hence the posible loose wires put back in the wrong place....I am hoping these wires just need to be placed back where they belong if they are wrong..... Thanks!

Squlech wiring:

Outside tag: Black wire (ground also attached to volume)
Middle Tag: White, connected to W22 by a resistor)
Outside Tag: Green, attached to pin 10 of chip listed above.

The squelch pot should only have 2 wires, one side of the pot is to ground, and the wiper (Your White wire) should be connected to the junction of R45 and RV3.

Thanks Rick, A thousand pardons, The squelch is correct, I was looking at the wrong pot on the dual switch. The above wiring is for the volume. Squelch is properly hooked up, and both the knob and VR3 are working. voltage through R45 to TR 12/17? varies with the knob, center is .70v ground leg is good. Still not working though, Is the first post wiring correct for volume? or has it been been hooked up wrong and bypassing the squelch circuit?

Try unsoldering the collector of TR11, this should put the squelch full on, if does then the fault is around TR11 and TR12, but if you do not get full squelch check TR13, R41 and R47.

Also, check for cold solders joints.
