GALAXY SSB ECHO

hello i just bought a galaxy SSB ECHO and the frequency counter on the radio is going nuts. has any one ever had this prblem and what can i do to fix it ? a little info on the radio, it doesn't seem to be off frequency when it is doing this and it only seems to do it when you first cut it on.but on band D from channel 28 to 40 it is doing the same thing but i think it is off frequency on that dand but not sure. if any one can help it would be greatful.
