magnum delta force verry low tx power help

got low power less than 1 w damaged due to hi SWR res number 376 getting hot tested zener diodes there ok and i have replaced both the 1969 and 2166 out put transistors and still low power
help any one got a clue
ps there is also sound coming out of sicker during tx
