First of all, some specifics about the radio does or does not do will help.
Does the relay activate when you key the mic?
Check the relay and make sure it is seated firmly in the socket it goes in.
Check all the crystals to make sure they are all firmly inserted in their respective sockets.
If you have some contact cleaner, shoot some cleaner in all the switches, and knobs. Sometimes the CB/PA switch can get dirty and will cause the radio to be silent.
If you do all of this and it doesn't work, then it sounds like a little tech work will be needed but try the above things first. I've run into some silent Cobra 139 XLR's and President Washingtons/Madisons like this and it ended up being just a relay problem (not seated good in socket or dirty contacts) or the CB/PA switch was excessively dirty. Let us know what happens.

Okay,
I'd recommend you try the things I suggested in my first post, sounds like it 'could' be a stuck relay, or it's not seated very well in the socket, or the CB/PA switch is dirty. Check those first if you haven't done so already, let us know what happens. If those don't work, we can move to other areas to troubleshoot. Cheers!
