No Rec. or Tx on dx 2527

Radio Make and Model: Galaxy DX 2527
PCB Number: ept295013z
PLL Number: cx 79258
Test gear available: watt meter ,volt meter.signal gen, freq conter
Symptoms: no rec. or TX
What is working: cpu seems to be fine i do not know
What has been tried: Chaned both 10 .240 crystats and vc1 trimmer it now has both rec. and tx but way off freq. vfo set at 27.405 tx and rec. at 30.0700 do you think it is the cpu hope not
Did it suddenly happen ?:yes
Anything else that may be of help?: all other thinks on the cpu seem to work fine may be a voltage problem.
