cobra 29 ltd blowing fuse

I'm working on a 29ltd that blowes the fuse every time you connect to power. I have ck d22 it ck out fine any ideas where to look next? The date of mfg is jun of 1997.

Check D23, this diode is a 1N4003 it is most likely to be short, it is near the power cables at the back of the radio.
