Does anyone know where to get a service manual for the amplifier. It keys like it should (relays close) but im not getting any output.

My 450HD seems to work well BUT in my radio i read a 3:1 swr!!!!
The antenna system is very good and the swr is 1:1.......

Finals are probably shot. It is not uncommon to have a great match from antenna to amp but a high match between radio and amp. This is because amp manufacturers are cheap nowadays and no longer put in input adjustments to keep swr down. Purchase an inexpensive antenna tuner and place it between radio and amp and swr will improve.
In your case, if the finals are dead, repairing the amp may get the swr down a little/
