rci 2950 will not unkey

Radio Make and Model: 2950
PCB Number: ept295013z
PLL Number: cx7529b
Test gear available: full bench
Symptoms: Radio will not unkey
What is working:As far as i can till all is working
What has been tried:Chaned q38,d79,d80.
Did it suddenly happen ?:I got it like this
Anything else that may be of help?: When i turn it on freq, at 22.0222 and floting when i key it up freq. at 28.000 that is were it is set.replaced driver seems ok finals when unsolder no output but still no rx. thanks mike
