Does anyone know what the pin voltages for IC4 should be in the President Jackson

Pin 1 = 7.75 TX
Pin 2 = 4.25 TX
Pin 3 = 4.25 TX
Pin 4 = 4.27 TX
Pin 5 = Ground
Pin 6 = 4.35 TX
Pin 7 = 2.70 TX
Pin 8 = 5.84
Pin 9 = NC
