Cobra 29LTD CLASSIC stuck on transmit.

I have a 29LTD CLASSIC Taiwan that has been in storage for over ten years. The radio was barely used and worked great before being stored and still looks like new. I took it out of storage and as soon as you turn it on it is transmitting. It does this with or with out the microphone but when the mic is plugged in there is a low level hum from the speaker. I'm assuming it is a shorted cap but I have no idea where to look. THANKS!

First I would check TR-21, the transmit switch and the large transistor (TR-23) near the mic jack, I have seen those go bad on several occasions.
