binatone long ranger 40 hand held,will not power up

hi all,i have a binatone long ranger 40,that will not power up.is any one on here firmilar with this unit.i bought it on ebay,from a guy in the u.k.and it will not power up.so far i have checked the reverse polarity diode,it is good.checked for loose connections ,none found.i have examine the foil pc for burnt patterns,none found.i have tryed powering it up with a ac/dc adapter.13.8 volt dc @ 1 amp.i have also tryed it by powering it up with a 3 amp power supply.still nothing either way.i was thinking if it might be a shorted final.do you think that would cause a no power symptom.i also will need to convert it over to u.s. 40 channels from the u.k. 40 channels..but i will take it one step at a time.want to get it powered up right now...anyway any help will be very appreciated..............jimmy/ramblingman-mississippi/u.s.a..
